You can any number of accessories to an existing costume or even start from scratch. A second hand store is a good place to find cheap clothes. You know who your favorite book character is, and there may not even be a picture of thet character which can make it real easy for you to interpret the character. Who will know you got the shoes wrong? Just hit the distinguishing traits others know the character for.
